They're a classic racing wheel design from the '60s, originally created by Minilite in the UK I think.

A bunch of companies make/made wheels with a similar design. Minilite and Superlite in the UK, Panasport and RS Watanabe in Japan (at least I think Panasport is Japanese). I think even Shelby made wheels with a similar design at one time.
