They enter these types of cars in some sort of competition thing...it was in San Francisco last year, that's where I heard about it for the first time.
I've seen it before... driving around my town (it lives here along with a few others).
The best way to not get tailgated though is to have flamethrowers. My 1/2 uncle has some on his classic truck. A motorcycle was following too close once, so he turned off the engine (at the time, he had the kind that ran off the fuel tank which meant you had to turn off the engine to do it) and blew like 10 ft flames at the guy.
Seemed to have scared the guy shitless as he pulled over to the side of the freeway.

i would have paid good money to see thatand that car is pretty damn scary... what the hell?
The front of that car is pretty cool if I remember correctly... (been a little while since I've seen it).

There are lots of cars like that around where I live. Its because I live in a hippy town. I see big, strangely painted full-size buses with weird things on top of them all the time, and bizarre schemes on VW Minibuses are extremely popular. A lot of people around here own old school buses and do weird things with them.
