So what was this a test for next years developments?

This picture is so full of win.

Ferrari was testing out their new nose cone which helps out by funneling air through a high pressure zone and aiding downforce.

All the teams you see on slicks (including Ferrari) were also running the simulated aero package which reduces downforce by 40 to 50 percent for 2009.

Not all the cars were running slicks/'09 aero packages. Scuderia Toro Rosso revealed their brand new car. They've been running last years car so far.... Bourdais promptly put the new car in the wall after he went into a corner way too fast.
