Parking lot raidUsing $503,000 in federal and state gas tax revenue to pay for overtime, nine police agencies in Riverside, California sent more than one hundred police officers to surround a gathering of automotive enthusiasts. Owners of imported sport compact cars had gathered at the Canyon Crossing shopping center on Friday night to swap stories, talk about their passion for cars and show off the latest enhancements to their rides. At around 11pm police surprised participants by blocking all exits with fifty police cruisers. Officers then began a warrantless search and interrogation operation of the 150 vehicles that were present.

"If you're not into street racing, why would you need that?" Riverside Police Traffic Sergeant Skip Showalter asked an enthusiast during a similar crackdown last year. "Why would you want more power going to your car?"

Police issued a total of forty-eight tickets for "engine modifications" with police accusing the owners of the parked vehicles of being street racers. Another fifty tickets were issued for paperwork violations, dark window tinting and lack of a front license plate. The most revenue, however, will be generated from the fees imposed on twenty vehicles that were confiscated. Despite labeling the parking lot raid as taking place at a "street racing venue," Riverside Police offered no evidence that any street racing actually took place.

Across the state, gas tax funds are regularly used to fund similar crackdowns that generate big revenue. In 2004, the California Highway Patrol issued a total of 101,553 "modified car" citations worth $10.5 million according to CHP data obtained by TheNewspaper.

Other law enforcement agencies participating in Friday night's raid included the California Highway Patrol, Riverside County Sheriff's Department, and police from Baldwin Park, Fontana, Irwindale, Moreno Valley, Ontario and Mount San Jacinto Community College.

Ok, so by that logic should every factory tuned car receive a "modified car ticket," after all they're just adding more power to the car. Hell, porsches, ferraris, lambos should all be taken off the road then for having too much power.

To be honest a lot of these "car enthusiasts" are utter dicks that probably break the law in some way in or around these meetings. However the police are going to really shoot themselves in the foot by acting like complete jackasses. You can't just make up crimes and then prosecute people based on them.

Tinted windows and front license plates... fair enough. Engine modification? That's not a crime, that's a hobby.

Well clearly the article is stilted in favor of the car guys. Honestly, you wanna tell me that you honestly thing that you could go to a large import car meet and everyone would be quiet, respectful, and law-abiding? They are almost all douchebags of some variety or another.

I'm with Clark and Frederf on this one. This article is so obviously biased. You can very well be cited for performance modifications, there are all kinds of street-illegal performance modifications you can do to your car. And all this bullshit about spending tax money. You know how much tax money is wasted in this country, in every city? Haha "nazi regime"? California is one of the most progressive states in the country in many respects.

Biased or not the tactics used by the CHP are shady. Besides removing of cats from the exhaust system, i cant think of a single performance mod which can be termed illegal? (Ok racing slicks on road is another one but lets not stretch it till there) Also, most large car meets are organized by responsible people who will not tolerate any sort of moronic behaviour by its members. This has been true of all the meets i have been to.. the "meets" where a bunch of 16 yr olds meet up in a dennys and act like idiots is totally different from what was happening here.
So please give the whole the police are being targeted nonsense. And no, California is a nazi state under the pretense of being progressive

Another article I read made it sound like the business owners were the ones who worked with the police to set up the sting.

If that's the case, my question would be, isn't that entrapment?

Well in California we have CARB (the California Air Resources Board) and every modification has to be CARB-approved and have a CARB sticker on them.

Now I think that the CARB sticker system is stupid and overbearing for modifications, but that's the legality of it here.

I have no idea if these car enthusiasts have been known to cause crimes/problems during these meets and are douches or if they are very responsible mature people that happen to be getting the shaft here. Article doesn't say one way or the other.

I think entrapment would be if the stores had encouraged the car owners to violate CARB, tint their front windows, etc. This they certainly did not do.
