I haven't followed F1 until this last race and realized that they have "spinners" (edit: kidding)

Yeah they started out just on the rears and then put some on the front too.

They are not spinners. In fact they are the opposite, they are static (like the Rolls Royce Phantom center caps) and have an opening at 4-5 o'clock. They are also different to the rear wheels. Those are just a ring with a hole in the middle. The serve the same goal though. They both enhance brake cooling, I presume by making a pressure difference and therefore sucking out hot air from the brakes.
