Any ideas? Looks like some sort of seat-belt thing...is it for "belting in" a dog in back (with the aid of a dog harness), or what?

I'd imagine its for the seats that fold out of the floor.

A must-have.
It's the seatbelt for the center rear seat. When you fold the seat up you route the belt through a thingamajig next to the headrest and then anchor one end. When you fold the seat down (or just don't care to have the seatbelt in place) it stows up there.
